2. 地方政府徵費及水費(Council Rates / Water Charges / Land Tax)
業主需支付的費用包括市政地稅(Council Rates)、水費(Water Charges)及地稅(Land Tax)。雖然一般來說,水費中的用水部分(Usage)可以由租客承擔,但其他如排污費(Sewerage Charges)等固定費用則通常由業主負責,這些支出在報稅時均可作扣減項目。

3. 物業管理費(Property Management Fees)
在澳洲,大部分物業投資者會聘請專業的物業管理公司(Property Manager)協助處理出租事宜,如篩選租客、代收租金、安排定期巡查等。管理費一般佔租金收入約 7% 至 8%,屬可稅務扣減之開支,不但有助減輕業主的管理負擔,亦可優化稅務規劃。

投資物業所購買的房屋保險(Home Insurance)及房東保險(Landlord Insurance)同樣屬於可扣稅支出,建議業主按實際風險投保,保障資產,同時爭取稅務效益。

5. 會計師費用(Accountant Fees)
若物業並非以個人名義持有,而是透過公司或信託架構持有,由於稅務處理會相對複雜,建議委託具澳洲地產經驗的會計師協助報稅。與投資物業相關的會計費用亦可作稅務扣減。

維修及保養

在澳洲投資物業時,維修與保養相關的開支一般可用作稅務扣減。不過,並非所有支出都可以即時全數扣除,須視乎實際性質而定。

哪些情況屬於資本性支出?

  1. 初始修復(Initial Repairs)
    若你在購買物業時,該物業本身已存在損壞或缺陷,而你在購入後才進行修復,即使這些修復是為了讓物業達到可出租的狀態,亦不能即時扣稅,會被視為初始修復,只能以資產折舊方式逐年申報。

  2. 改善工程(Improvements)
    如涉及翻新、升級或改良,而非單純維修,例如:

  • 重鋪地板(而非修補局部破損)

  • 更換整個廚房設施

  • 擴建露台或額外空間

這類工程會被視為提升物業價值或用途的改善行為,須作資本性支出處理,不能即時全數扣除。

  1. 更換整件設備(Replacement of Entire Asset)
    若某項設備損壞並需要更換整個新件(例如冷氣機、熱水爐、整套廁所設施等),由於這些屬於獨立資產,會視為新增資產,需按其有效使用年期作折舊處理。

實例說明:更換廁所

陳先生擁有一間已出租十年的物業,某日廁所設施損壞。如果只是進行局部維修(例如更換水箱內部零件),這筆費用可作即時扣稅;但若需更換整個廁所設施,由於其具獨立功能且為完整設備,將會視為新增資產,需按年折舊申報。

ATO 的常見審查重點:Repair 還是 Improvement?

澳洲稅局(ATO)特別著重區分維修(Repair)與改善(Improvement):

  • Repair:修復現有設備,保持原狀。

  • Improvement:提升物業狀況或價值,或轉換其用途。

簡單來說,凡屬「升級」性質的工程(例如更換為更高級型號、改善房屋配置等),都會被歸類為資本性支出。

以下再提供一個實例作參考:

假設你購買了一間物業作為投資用途,並準備出租。你在購入時已清楚知悉屋頂及天花板狀況欠佳,需進行更換與維修。工程期間更發現屋內有結構性損壞,必須一併處理。

整體開支如下:

  • 更換天花板部分:$2,000

  • 更換整個屋頂瓦片:$9,000

  • 結構性修復工程:$15,000

那麼,在報稅時應如何處理這些開支?

  1. $2,000 天花板維修
    由於損壞情況在購買物業時已經存在,這筆支出屬於初始修復(Initial Repairs)。根據澳洲稅務規定,初始修復費用不能在購買當年一次過扣稅,必須視為資本支出,透過折舊攤分報銷。

  2. $9,000 更換屋頂瓦片
    更換整個屋頂屬於資本工程支出(Capital Works),因為這不屬於修補或保養原有結構,而是更換整體構件,屬提升性質。這筆費用亦需要透過折舊方式,分年申報扣稅。

  3. $15,000 結構性修復
    結構性修復通常會被歸類為重大改善或資本性工程,因此同樣不能即時扣稅,需以資本工程折舊(Capital Works Deduction)方式,分攤至未來年度扣除。

值得留意的是,資本性支出在未來出售物業時,可以計入「買入成本(Cost Base)」,從而減低應課資本增值稅(Capital Gains Tax, CGT)的金額。

舉例說明:
若你出售物業時產生 $100,000 的資本利得(Capital Gain),而當年在出租前曾花費 $20,000 進行初始修復(Initial Repairs)或資本性改善,但這些支出當時並沒有以折舊方式申報扣稅,那麼這 $20,000 可加入你的買入成本之中,使最終須課稅的利得減至 $80,000,進而降低需繳交的CGT稅款。

注意事項:
若你在物業持有期間,已透過折舊方式(Depreciation)將相關支出逐年用作稅務扣減,那麼這部分就不能重複用作資本性支出來降低出售時的資本利得。簡單而言,這些稅務優惠只能享有一次,不可「雙重扣減」。

折舊的應用及策略

折舊是投資物業中一項重要的稅務規劃工具,特別適用於:

  • 新建物業(New Builds)

  • 在近年內翻新過的物業

  • 持有期間有添置或更換設備的物業

建築結構折舊(Capital Works Deduction):

This time, our clients are a couple from Hong Kong and Taiwan who have relocated from New Zealand to Brisbane.
Like many parents, they prioritise their children’s education and considered school factors first when selecting a place to live 🏫. Finally, we found this property just a 5-minute drive from the school, and it is a two-story house, completely meeting the clients’ requirements. Not only is this house spacious and comfortable, but it also has a bedroom and bathroom downstairs, making it convenient for their family and friends to visit. Although the final price slightly exceeded their budget, they were very satisfied with this house that completely met their requirements. Wishing them a wonderful new life in Brisbane!

Although the purchased property is for investment purposes, he also hopes to potentially reside in it in the future, so he has specific criteria for this property.

Having already identified the type of property preferred by the client, I initially curated several options for their inspection. Fortunately, upon viewing the second property, the client was immediately captivated. It perfectly matched their criteria, boasting a low-set brick design, situated in a potential growth area, and offering a generous land size. Interestingly, the inspection coincided with heavy rain and strong winds, despite Brisbane’s usual sunny climate. While rain can be detrimental, typically we prefer inspecting properties on clear days to showcase them in optimal condition. However, inspecting during adverse weather, though inconvenient, can unveil unique advantages.

Off Market Purchase 

When my client approached me, they had just obtained their Permanent Residency (PR) and were preparing to immigrate to Brisbane with their family to settle down. While they had been to Brisbane before, they weren’t very familiar with every area here. They hoped to find a house within their budget and in a good school catchment. They had done a lot of research in advance, understanding the education here and the population distribution in various areas. Since they were not completely familiar with the local areas, from the moment I took on the role of their Buyer’s Agent, I helped them view properties in different areas, including Springfield Lakes, Spring Mountain, Pallara, Heathwood, Capalaba, and more. During the process from viewing properties to attempting offers, prices in some areas had already increased by nearly 5%. Considering the current competitive buyer’s market, finding a house they truly liked wasn’t easy, and sometimes it might not even fall within their budget. So, while continuing to assist my client with property inspections, I was also in constant communication with different agents.

The seller of this house originally considered auctioning the property, but as soon as I learned about this Off Market property, I immediately inspected the condition of the house for my client. Since the seller planned to renovate the house slightly before selling it, my client’s wife initially didn’t like the house when she saw it in its pre-renovation state. However, in the end, they were very thankful for trusting my judgment

because on the eve of the handover, they saw a house with brand-new paint, brand-new carpet, brand-new air conditioning, and a newly laid lawn garden. This client and her husband were originally renting a nearby Townhouse and had always wanted to own their own home, so they wouldn’t have to pay rent. Both of them had full-time jobs, and sometimes they even had to work on Saturdays. Like many buyers, they had been looking at houses on their own for quite some time and had made offers. They had even made an offer of $620,000 for one house, but in the end, it was sold to another buyer for $625,000 😞 They were starting to feel discouraged and worried that their pre-approval would expire soon. If they had to reapply for pre-approval, they might be able to borrow less money. So, she decided to seek the help of me as their Buyer’s Agent.

Since they were looking for a home to live in themselves, their first requirement was to find a larger one than their current rental and with a specific layout. Although they were open to considering other areas, they didn’t want to be too far from their workplaces. They also wanted a backyard with a grassy area for their small dog to play in!

I did some initial research and found some Townhouses that they might like, and then I arranged for them to inspect each one. After viewing about 4-5 properties, we finally found this Townhouse in Eight Mile Plains. This Townhouse had the advantage of being located in a quieter area of Eight Mile Plains, with mainly residential surroundings and minimal traffic. It was a 4-5 minute drive to the highway, providing quick access to the city. Additionally, it was only a 7-minute drive to the nearby Westfield shopping centre. Most importantly🤩🤩 the purchase price was well below their budget, at just over $500,000, for this 3-bedroom, 2-bathroom Townhouse.

💡💡 When searching for investment properties such as Townhouses or Apartments for our client, we pay special attention to the property’s Body Corporate Fee. Since this is an annual fee that needs to be paid, we try to find properties with lower Body Corporate Fees, preferably avoiding expensive maintenance costs like swimming pools or elevators.
